CONFIDENTIAL City of Whittlesea Council discussions about the employment contract of Chief Executive Officer, Craig Lloyd, have sparked renewed community interest in the Council, with Mr Lloyd’s current term set to expire in October 2026.

Mr Lloyd, who commenced as Chief Executive Officer of the City of Whittlesea on October 12, 2020, is now entering the final year of his five-year contract. At a February 2026 council meeting, councillors listed a confidential agenda item titled “CEO Employment Matters – CEO Contract” under section 66 of the Local Government Act 2020, which allows discussions to be closed to the public where they concern personal matters.

While the details of those discussions remain undisclosed, the agenda item has prompted speculation within the municipality about whether councillors are considering an early renewal, an extension, or a restructuring of the CEO’s contract arrangements.

The timing of the discussions has drawn attention given the municipality’s recent governance history.

Council was previously subject to a major independent commission of inquiry that culminated in the dismissal of all elected councillors in 2020. The upheaval followed years of governance instability that had also seen earlier mayoral turmoil, including the suspension of Mayor Aidan McLindon in April 2025.

In the wake of the inquiry, the State Government appointed municipal monitors and later administrators to oversee sweeping governance reforms before councillors were eventually reinstated.

Since the return of elected representatives, there has been a strong focus on transparency, governance stability and organisational performance.

Mr Lloyd was appointed during a period of significant change and has overseen the organisation through the post-inquiry transition, the COVID-19 recovery phase and continued population growth across the municipality’s northern growth corridors.

Council has not publicly indicated whether a formal performance review has been completed or whether a decision on the CEO’s future will be made before the scheduled October 2026 expiry date.

Local government governance experts note that it is not uncommon for councils to begin CEO contract discussions 12 to 18 months before expiry to ensure continuity of leadership and strategic planning stability.

However, the use of confidential session provisions can heighten public curiosity.

Apart from his role as Whittlesea’s CEO, Mr Lloyd is an accomplished singer and songwriter, taking out National Male Artist of the Year in 2023. Since beginning to seriously pursue his passion for music in 2019, Mr Lloyd has released an album along with a string of well-received singles.
